Having chartered the British Ship "Sourave" to convey 500 adult Emigrants to British Guiana, I have the honor to apply to you in terms of your dispatch N. 950 of 19th August, to move His Excellency the Acting Governor to issue a warrant in my favour for seventeen thousand five hundred dollars ($17,500) being at the rate of $35 for each adult.
